These four terms get used interchangeably, but they describe different relationships, different motivations, and different attribution needs. For a Shopify app, knowing which one you're building shapes everything from your commission model to how you track installs.
Affiliate programs
Classic affiliates promote for a commission, usually through links to an audience. They're transactional: they'll promote whoever pays best and converts best. Great for reach, but affiliates rarely have a deep relationship with the merchant. For apps, pure affiliates are a smaller slice than most founders expect.
Partner programs
'Partner' is the broad term — anyone you have an ongoing, mutual relationship with who drives installs. Partners care about more than the commission: your app makes them look good to their clients or audience. Agency programs
Agencies are the highest-leverage partner type for apps. One agency touches dozens of stores and installs apps as part of client work — often directly, without ever clicking a link. Referral programs
Referral programs turn your existing customers into advocates. A merchant who loves your app tells another merchant. Lower volume per person than agencies, but the warmest possible recommendation and the easiest to start.

The practical implication: don't build attribution that only handles links. Your best partners — agencies — often need manual or direct-link (mref) attribution, not just a tracked URL.
